**Uganda has no bulk-fetchable national postal code system** -- a real 5-digit code is rolling out via a government-app concession (Postman), but no bulk export or API exists yet. This is a free locality directory -- 11,455 places across all 4 regions, coordinates included. `postal_code` is intentionally empty on every row.
